North Castle Town Board: Windmill Farm To Get New Water System

ARMONK, N.Y. – The North Castle Town board unanimously approved a resolution last week that will allow Town Administrator Joan Goldberg and Director of Water and Sewer Operations Sal Misiti to move forward in the redesign of Windmill Farm’s water system.

Goldberg and Misiti will now go through the process of obtaining the most competitive bid for the project, with the cost of all necessary improvements and maintenance not to exceed $9,640,000. That investment will charge users of the water district an additional $1,628 per year ($136 per month), which will equate to over $40,000 in the span of 25 years.

According to those numbers, Windmill Farm water users will pay a total of $14,816,347 over 25 years to pay back the $9.64 million investment. While the additional money represents calculations in future fees and interest, longtime North Castle resident Michael Ferrari was still wary of the hefty price tag.

Ferrari said that while he thinks the replacement of the entire Windmall water system is a necessary move, but the development’s roads will need resurfacing after the water system is done, and that should be factored into the price.

"Before this gets passed—or in consideration of it—there should be a method of getting all the roads in Windmill repaved," Fareri noted. "Once the water system is done, the roads will be worse than they are presently."

North Castle Town Board member Schiliro said $300,000 for has been reserved just for just that.“The last couple of years we have bonded for road repairs,” he said. “It is affordable and has to be done.”

In the most recent survey given to Windmill water users, 59.1 percent of residents (215 of 364 water users) participated. 

Of the five options on the survey, 119 residents (55.3 percent) chose to “do the entire system,” 30 (14 percent) residents were in favor of “replacing all priority 1 water mains,” 28 (13 percent) residents wanted to do nothing, 22 (10.2 percent) were in favor of “replacing priority 1 and 2 water mains,” and 16 (7.4 percent) residents could not decide.
