With fingerprinting and other background checks, New York gets an A+ when it comes to its rules for screening teachers, according to a report in the Poughkeepsie Journal.

But while New York’s vetting process may be among the toughest in the nation, a study by USA TODAY NETWORK, cited in the Poughkeepsie Journal, found that the overall system is flawed -- primarily because of uneven enforcement, a hodgepodge of laws nationwide, and the failure of many school districts to share reports of teacher misconduct with other states or agencies.
