WESTCHESTER COUNTY, N.Y. -- The steadily growing trend of students opting out of New York State testing could make it difficult to evaluate teachers where few -- if any -- students took the tests, according to The Wall Street Journal.

United to Counter the Core, an advocacy group that aims to end Common Core standards, says more than 1.1 million students were expected to opt out of state testing this spring. Education Chancellor Merryl Tisch voiced her frustrations over having children caught between teachers unions and Gov. Andrew Cuomo's new evaluation standards, The Wall Street Journal said.
