North Castle Hires Goldberg As Town Administrator

ARMONK, N.Y. – The town of North Castle has a town administrator as Joan Goldberg, the former Yorktown comptroller, was appointed to the new position by the North Castle Town Board on Tuesday morning.

“It’s a very special day in North Castle history,” said Town Supervisor Howard Arden.  “Aug. 28, 2012 marks the transition to a more efficient government.” The Town Board held a special meeting at Town Hall in Armonk on Tuesday to announce Goldberg’s hiring and voted unanimously to pass the resolution.

Goldberg comes to North Castle after working 16 years for the town of Yorktown. In May, the Yorktown Town Board voted 3-2 in a controversial meeting to ask for Goldberg’s resignation.

Arden said that the responsibilities for the town administrator will be similar to a chief operating officer at a private business and that the Town Board from this point forward will act as a board of directors. Goldberg will earn $135,000 a year in the full-time position that is contractually bound for the next two years.

Town Councilman Stephen D’Angelo said that Goldberg’s fallout in Yorktown was a political issue more than anything.

“The biggest issue was that she was very tough on the purse strings there and she controlled the money and took care of things,” D’Angelo said, who interviewed Goldberg twice.  “And that’s what bothered the new administration.”

Goldberg and the other candidates for the position were interviewed by members of the Town Board as well as members of a seven-person volunteer committee. 

Multiple residents spoke out at the meeting who were in support of the hiring, including Armonk resident Sam Morell.

“Anytime you go to a specialist, like an ear doctor or an eye doctor, you always get the right person for the job,” Morell said.  “And I think this is the right person, which is a chief operating officer for this town.”

Goldberg’s first day of work with the town is set for Sept. 17.
