'Sexually Violent,' 'Predicate' Sex Offender Reports Move In Mount Vernon

A registered "sexually violent" and "predicate" sex offender convicted of sexually abusing a 10-year-old girl has reported an address change in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 61-year-old Thomas Barnes, who has moved to a residence on South 7th Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Barnes a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent and predicate sex offender.

According to the Division of Criminal Justice Services, Barnes had sexual contact with his victim in May 2002, and he was convicted of first-degree sexual abuse the following February, when he was sentenced to a term of between one day and two years in state prison. He is now under the jurisdiction of the Mount Vernon City Police Department.
