Of the three proposals that the Thruway Authority was considering, the chosen design will cost the least and will take the least amount of time to build and use the least amount of river dredging. Gov. Andrew Cuomo said he was pleased with the decision for the project, which will break ground next year.

"This is a major milestone for a bridge project that was a metaphor for the dysfunction of government and is now a national model for progress," Cuomo said in a statement.

The project is expected to take five years and three months to build and requires the dredging of about 951,000 cubic yards of river bottom. The bridge will also be able to accommodate mass transit.

"The selection of the proposal by Tappan Zee Constructors delivers on three critical fronts: cost, completion time and mass transit readiness to carry express buses on day one," said Westchester County Executive Rob Astorino. "And after so many years of gridlock, building a safer and less congested bridge as soon as possible is the most attractive option for Westchester."

Early this month, Tappan Zee Bridge adviser Brian Conybeare said state officials were still working with the U.S. Department of Transportation on a federal loan to help pay for the bridge.

The Thruway Authority's selection committee reviewed more than 750,000 pages of submitted bids for the bridge design before picking one. The main factors considered were technical details, design and cost.
