Man, 20, Struck, Killed Changing Tire In I-95 Hit-Run In Westchester

A 20-year-old man who was changing a tire on I-95 in Westchester overnight was struck and killed after being struck by a hit-and-run driver, state police said.

The incident occurred around 12:42 a.m.at Exit 18B (Mamaroneck Avenue) in Mamaroneck.

The vehicle operator, Maicol Encarnacion Garcia of Richmond Hill, Queens, was outside of a Tan VW Tiguan changing the tire when he was struck by a tractor-trailer that left the scene. The tractor-trailer is described as towing two trailers.

Anyone who witnessed the collision is asked to call the Bureau of Criminal Investigation in Hawthorne at (914) 769-2600. All calls can be kept confidential.
